I blame the government moslty. If you add all countries with a declining fertility rate the only thing they share is an expanding government. Other factors like feminism poisoning the minds of women might contribute to it (South Korea is a feminist hellhole) but the root cause is always a centralized government. But also there is less return on investment to discover more oil reserves. It takes years to build a well and return an investment.
