The other two front runners are Saudi Arabia and South Korea, who have agreed completely to investigations so they can’t do it. Iran is basically the only country who won’t. And in fact, if you look up the countries that already have nuclear weapons and seek to acquire more, there’s only one a few we’re not hostile with. They’re Western and Israel. The sad truth that governments won’t admit to citizens is that there are no good defenses against nuclear equipped ballistic missiles. Other countries having them and being within striking distance is always an existential threat. It’s half the reason Russia invaded Ukraine when they did.
Basically, if you have nukes, there is massive incentive to prevent other countries from acquiring them.
