These are two populations that are fine with civilian loss to an extent, but one is a much smaller nation, making the target much much tighter. Sure, Israelis may get lucky and keep making it to shelter, but how many will get unlucky? How many shelters will get struck and blocked in? How many will collapse? If the warning isn't sufficient enough and triggers panic in a population center, are people gonna get trampled? Not all damage is immediately apparent, take IDF soldiers returning from Gaza, high rates of suicide, not immediately alarming sure, but when it manifests, its devastating, not all damage is measured in Joules or square footage of a crater, sometimes the measure is more subtle.
