It is not Maduros fault thet the US cutoff venezuelan banks from the world financial network and banned anyone from doing oil buisness with Venezuela. These sanctions are global, so if some other country tries to break them, they get sanctioned too.
The sanctions are not just orders, they get enforced with the US navy, that will actively stop ships trading with Venezuela.
