It really depends but yes this is the reason nuclear penetrators were developed. Already back in the cold war it was clear conventional weapons would never be able to really deal with heavily fortified concrete subterranean bases.

The recent Top Gun 2.0 movie was a flex to Iran, basically telling Iran that no matter how difficult they made it, we would find a way to destroy their bunkers. Shooting a rocket at a 1m square vent shaft to open up an air passage for a second larger munition to blow a site underground protected by two mountains.
