For creating and refining nuclear fissile material. More plutonium than u235. Enough for hundreds of warheads according to expert sources, but I think they've underestimated it tenfold. I suspect with tactical nukes, nuclear artillery shells, and so forth, they've got 2000-3500 warheads that could be armed within weeks.
