That's no doubt part of the reason Trump is acting so gung-ho, I'm sure his lawyers have assured him he has nothing to worry about as far as answering to Congress goes.

Russia said at start of Ukraine war any attack by any country would be considered an act of war against them. Why nobody put boots on ground. Why Is hasn’t done stargic attacks against Russia.
