Windows 11 does have technical improvements over 10 like an improved graphics scheduler. I wouldn't use any windows version with the telemetry and bloatware enabled so if you plan on stripping that shit out then you might as well go with the most recent version. Idk, when I first installed Manjaro the only issue I had was the graphics drivers, I accidentally installed the open source version for Nvidia, then I installed the actual ones from Nvidia and it was fine after that. I didn't have to do shit in the terminal to get anything working after that, except to disable mouse acceleration in xfce. You can get most things from the package manager, programs, drivers, etc.

I guess it depends on what it is you want done, thing is a lot of stuff done in the terminal is done because it's faster than a GUI because half the time you just copy and paste a line and press Y or N a few times. With most stuff you don't really need to use the terminal if you don't want to.

I've tried Mint briefly in a VM, from what I used it's another just werks distro. I wouldn't recommend Ubuntu nowadays, that use to be the go to distro for people coming from Windows. Honestly it really boils down to your own choice, Mint is great if you want something like Windows.
