Ukrainian male in Finland (Oulu city) burned his apartment

Police determined he did it on purpose.
It was a year ago but they finally have reached the proper sentence today.
He must pay 260 000 euro. Altough the actual damages are calculated to be at least million bucks.
He does not own any apartment in Finland. His residences are not his own.
This is what police believes happened:
>man pours gasoline on floor
>put a canister of gas (prolly oxygen) on the floor next to flames
>also some non fire proofed paint was laying on the floor in a opened paint bucket (these things are made from steel)
He left the apartment before all went hell in flames.
There was 12 neighbors present in the same construct.
