The reigning party always gerrymanders districts to their own advantage. Even if they didn't, because people self-segregate and non-whites vote monolithically, the middle scenario is highly unlikely to happen naturally. unless it was gerrymandered from the get-go. The "badly gerrymandered" scenario in your picture is ironically the fairest representation because each party has at least two representatives instead of one party having total dominion over the other's constituents like in scenario 2. Maybe if you had half of a brain, your country would control more than half of its own territory.

3 red 2 blue is a closer representation of the 60/40 split than 5 blue 0 red, though. It's resolved the wrong way, but it at least captures the on-the-fence nature of the overall divide in the region.

Plus, the two districts that are overwhelmingly blue are going to be able to put in far more extreme candidates because of overwhelming support. The remaining red districts have a narrower margin for victory so their candidates will be far more moderate.

Switch federal voting to a version of the system used in shareholder meetings in every business around the world.

Every voting-eligible American gets a single vote to cast on every issue. You can choose to give your proxy (the right to cast your vote) to any individual you see fit, and change who gets your vote at any time. Doesn't matter where you are located geographically. If you're concerned about overcrowding in Congress (which, we live in the age of the internet, this could also be rendered a non-issue, but I guess one step at a time) just make it so that a person has to receive some quorum number of proxy votes to be eligible to attend the Congressional floor.

There, I 'solved' gerrymandering by making the entire process rely on it fully.
