Every voting-eligible American gets a single vote to cast on every issue. You can choose to give your proxy (the right to cast your vote) to any individual you see fit, and change who gets your vote at any time. Doesn't matter where you are located geographically. If you're concerned about overcrowding in Congress (which, we live in the age of the internet, this could also be rendered a non-issue, but I guess one step at a time) just make it so that a person has to receive some quorum number of proxy votes to be eligible to attend the Congressional floor.
