He did have a nuclear program, but it relied on the only heavy water producer in europe which was in Norway. Heavy water was the only medium in which nazi scientists believed fusion could be achieved. The allies noticed this activity and constantly sabotaged this operation, via small groups of paratroopers/recon insertions to intercept shipments of materials, and the plant workers also secretly working with the allies to walk the line of seemingly cooperating with the nazis but subtly underselling how much they could really produce.

Regardless, heavy water was not a medium in which fusion was possible, it required graphite as a medium. The allies figured this out first. The idea of using graphite as a medium for fusion was considered but ignored by the nazi scientists.

It's easy to forget how people in the past were. Hitler was a product of his times.

As far a science goes you have to remember that many things were know now were just conjecture 100 years ago (1920's). Physicists had just barely figured out Protons, Neutrons, and Electrons.
In genetics it was hard to imagine anything but classical Mendelian selection for desirable traits and rejection of undesirable traits.
Hitler had a conservative and utilitarian view of science. Sticking with what was known to be "tried and true".
