The Bannon clique have decided to settle on Trump cultism as the safest position. They know the base doesn’t want war, but now that it looks like Trump will attack (because it’s not actually up to Trump but that’s immaterial to the hanger-ons) they have to be in a position where they can support Trump no matter which direction it goes. If they stick to no-war and Trump orders the attack then they are in the position of disagreeing with Trump. So they are pivoting to "we’re all in the cult right guys?"

Trump is powerless to set national policy, but he CAN change the fortunes of individuals. Bannon and his crew want to be on the inside not the outside and get at the real money / opportunities.
