It's not entirely inconceivable that a major power on the verge of losing a major war, like Russia if NATO troops were hundreds of kilometers inside its territory, would resort to the use of at least tactical nuclear weapons

everything but the convenient coincidence "modern nukes" dont produce fallout.

Nah, regional tactical warhead usage at most, but no-one has anything to gain from a full nuclear exchange, India - Pakistan and Israel - Iran being the wildcards.
Russias certainly not going to start slinging nukes about unless its own territory starts to get pushed back in a serious fashion. China has nothing to gain from it, they're happy economically colonizing Africa and expanding their sphere in the East. No European Member states or NATO members are currently threatened so UK and France don't have anything to gain there. America isn't going to shit on its already farcical international reputation just to appease Israel, anything against Iran will be conventional. Israel will be told to shut the fuck up about Pakistan, and hopefully Bibi will get the boot now that Tel Aviv is actually suffering a bit.
