They can't put boots on the ground. Air is impossible because they can't protect the planes, the navy is impossible because they lack the necessary ships, and the ground is impossible because no one would let them through.

Air assets; they have a tiny air force. They couldn't take the skies in Israel if they dedicated everything to doing so. 400 airframes most of which are decades old with no upgrades. This is an air force from the late Cold War era. 400 is generous btw. A good portion of an air force is marked for maintenance in a competent air force at any given time. So it's likely closer to 200 than 400.

Poor targeting capability. The only way to hit Israel is with missile barrages and their targetting capability is as old as their airforce. Even if they could hit their targets which they often can't missiles are not going to do a whole lot by themselves. Israel has civilian bunkers everywhere, and a decent SAM system. It's basically a waste of fucking time, but they don't have any other capability. Frankly, this is a temper tantrum where the entire goal is to save face.

If you can have forward observers it is ideal to do so, but relying on them to correct targeting errors indicates their hardware is shit. TERCOM is the input system you use at command, and INS is the onboard capabilities of the missile. What they said doesn't mean they weren't using a UAV to correct for errors in this instance. I don't know how accurate they are being with Israel either, but considering the death toll it indicates they aren't hitting their targets with accuracy. Hell if I had to guess I would guess they were using the news and live feeds to correct for errors. Which is really fucking bad.
