USA landed a rover on the Moon but there were no men on it. USSR went along with the grift because they had faked sending Yuri Gagarin into space. Exposing the American lie would expose their own and that would have been far more devastating to the Soviets at the time as Gagarin was made into a folk hero. And because of the physics of spaceflight, they were traveling the fastest as they were just escaping Earth's gravity well
So they avoided the worst and sped through the bad

The phone call was routed via normal telephone cable to Houston Mission Control
Then they went to the satellite uplink, and finally to the radio the astronauts could hear on the Moon.
There is nothing magical about it.

The lunar rover on Apollo 15, 16 and 17 all had a remotely-operable TV camera
The astronauts were instructed to park the rover a certain distance away and the commands were relayed from Mission Control
Because of time lag, the motion was preplanned ahead of time and issued 2 seconds ahead of the countdown

On Apollo 15 the tilt mechanism malfunctioned
On Apollo 16 the rover was parked too close, so the planned controls did not keep the ascent stage centered
They got it (mostly) right on Apollo 17
