So, if you are good military contractor. You'd atleast try and verify just how good your weapons are, if they don't know how good their weapons are then it's a systemic culture of being lackadaisical, short cuts, exploiting the tax payer because you can get away with it. My bigger point is that you test something that works in theory. I work in R&D - skunkworks for a very big software comany. You come up with something that makes logical sense, and you test the living shit out of it. When it doesn't work, it is generally because something gets omitted, overlooked, or under accounted for. Anyway, this bomb doesn't even work in theory. It doesn't work for a known reason, the same reason tanks have acute angles.
