For forums and such, yes. Not every site allows for other people to post things. Some sights just have content hosted. Back in the day there was a webring I followed where everyone would talk on USENET and then hosted their own sites with individual content. Stuff like that is nice for getting messages out they don't like and is harder to take down when they can't spam it with content they can then report. Plus the decentralized nature of it makes it harder to infiltrate, and then they have to track down the individual hosts and submit millions of requests. It just makes everything harder for them.
