The problem isn't even that it turns into dust when you fuck with it, the biggest problem is it still powders and turns to dust on its own even when left alone because the adhesive fails over time, or people bump/damage it while working around it.

Asbestos when disturbed, like demolition or renovation has particles that will shred your lungs. Air is tested, material is constantly wet when it is removed. It is done inside enclosures with negative air machines depending on location and scope of work. Its probably more about remediation than using it for new stuff.
Right now there are a SHITLOAD of old buildings that can't be renovated or upgraded because they have asbestos in them and the cost of removing asbestos from a building is usually more than just building an entirely new building.
Its a serious problem and we need a better way to deal with it.
