The truly functional government doesn't follow any of these 'ideologies', since it doesn't have unified coherent principles that human can talk about, it is simply an experimentally perfectly functional system.
But if this perfect system were ever created, it would end humanity as such, since there would be way for humanity to ever escape the system; and so humanity under this system would become a great eternal machine; a super-organism which would then have to evolve on a higher scale of existence.
