Jews all come from the kingdom of Judah, they were not descendants of the other 11 kingdoms, including the kingdom of Israel. The tribes are all descendants of Jacob (Israel), but they are not all Israelis which are people from the kingdom of Israel, they are Jews from Judah, the other kingdoms didn't follow things like the Talmud which is only part of the descendants of the people of Judah. It seems like the only reason to name the state Israel instead of Judah would be to confuse Christians who don't know anything about the old Testament.
