Presidents around the world are fooled by the system overlords to start a nuclear program and stock up on nukes, in reality they're soled missiles with regular payloads and enrichment facilities that really do nothing but suck up cash from the state and electromagnetic power plants sold to the public as nuclear power plants where the owner demands payment for the energy even though it's totally free to produce.
After the space programs, the nuclear programs are the biggest cash cow scam of this dark age.
