Because men and women are biologically wired differently and to desire different ends. It's not so much that he lacks shame or remorse but moreso that men tend to be more independent than women and in the "extreme" cases like Napoleon's or Hitlers, they believe so firmly in the righteousness of their cause they will forgo the usual sentimental social norms and plow through your front yard with a killdozer sized standing army on the map.
