Americans run on an implicit value system.
A low value male has very little worth to society and women. Therefore, expending limited resources to give him a proper trial is just not worth it, especially if him being in jail or out in the streets doing some useless task is inconsequential.
If you're a high value male however, you're virtually immune to prosecution and the law.
