that isn't true at all.
there are state-owned companies who are tasked with important projects and goods. private companies can do whatever they want and are no more controlled by the government than in my country or whatever your and OPs real flag is.
it is the case that if you have 3 or more Communist Party members in your ocmpany, they are required under Communist Party rules to form a reporting committee and meet and prepare a report for the Party to review at certain times a year, but this is the responsibility of the party members who are employees and not the responsibility of the company besides allocating them time for the meeting to happen.
you need licences for your company and these are not difficult to get, but for certain industries you need more licences which may be harder to get and used to (and still do depending where you are) require some gifts to the people providing the licences.

It's like NEP during the early Soviet Union, regulated semi-free market system with heavy party oversight.
