You can't enforce something that big. If you, your neighbors, their friends and family, and their church communities, and their friends and families all just volunteered with personal arms and commuter vehicles, you could just use the state ID system to protect the 57k people who have addresses and live there, and just by putting patrols at every major freeway and every major food distributor, you could end 90+% of your problems over night.

Problem is, you and your neighbors will never work together. You're all too traumatized and resentful of one another.

So, you're unable to act while you get genocide. Perhaps it is deserved.
