They would have to take a report, if they don't put in complaints until they do, or contact the state POST board for failure to do their duties and include every supervisor who refused the report.
Once a report is filed they have to complete and investigation, then something like this would end up getting sent to the prosecutor's office/district attorney's office. These are lawyers that would make the final decision of charges are going to be filed. If they are, I can see it going to court and the argument being made that "we wuz jus playin a game" or there are some contracts that the players signed stating they can't file a report or sue (arbitration agreements). Technically you cannot sign away your rights when it comes to a law enforcement action, only a civil suit. Just like your coach can't punch you in the face on the court, neither can another player. You'd still be able to press legal charges regardless of any bullshit signed. But to file civil suit it would be a different story I don't wanna get into. Arbitration agreements are bullshit and you should never sign them, you probably did for your job in which case your constitutional right to sue for redress of grievances has been violated. Those should not exist but the rich got it passed so no one can sue them for wrongdoings anymore.
