The problem is that this model doesn't make sense for most restaurants, especially cheap places. You neither need nor want a waiter to get you a $10 hamburger. It's literally easier and more convenient to just have a ticket system or a buzzer and get your food when it's ready. Same thing with drink refills. The only place waiters make sense is in fine restaurants, where wages/tips aren't a problem due to the higher prices.
Basically, servers makes sense where they're really getting paid to server you (and can of course quit like any other job in a free country). In cheap restaurants, the whole idea is misguided and inevitably leads to either prices having to be too high or wage disputes between the inevitably underpaid employees and the owners.

im 38. my first job was at 15 years old at Publix. i was a bagger. and our store was a very busy location. id work ceaselessly on most days, especially sundays where they paid us a full dollar extra per hour. and i always tried to accomdate each customer. whatever they needed or asked for i tried to do it. i never really resented any of them, although when they showed up with 2 full carts and asked for paper with 8 people behind them in line it was a little frustrating. however, it was never any reason to HATE them. i could never bring myself to outright ignore someone who was talking to me or to mutter any insults under my breath.

and when peopled o that to me all i can think is.. if they are that upset with me over nothing, theres no way they can last long in this job. and if this is their current job.. they probably dont have a better alternative.

anxiety disorder/insomnia peaked first week of grad school so i became a raging alcoholic so i could sleep. couldn't get a doc to give me a benzo or ambien. drank thru grad school, finally got sober three years ago. still can't sleep in order to keep any type of scheduled job. told my parents i refuse to go back to getting 0-4hrs sleep each night. they don't understand. i get 7-10 hrs sleep each night during periods of unemployment, both during sobriety or the alcohol years, like summer break or the neet periods. give me any type of schedule to adhere to and it immediately goes to 0-4. averaging like 12-15hrs sleep per M-F for the five years of grad school and the job i got after was a special type of misery and despair. wouldn't wish it on my worst enemy. so hard to make brain work. always irritable or delirious
