That was the explanation Musk himself gave afterwards to desperately try to salvage his reputation. The problem is, there is video of Elon doing the 'heart goes out to you' gesture at previous events and it's completely different and not mistakable for the nazi salute. Only truly mash potato brained people would believe he was trying to do that gesture and it accidentally came out as a nazi salute.
