No one will waste nukes aiming for rapid high score. Military targets will be hit first, then important infrastructure and industries - steel mills, aluminium industry, chemical industry, POL storage, railyards, vehicle depots, telecommunications, dams and so on.

Humanity will survive, you might even see governments survive. But it would take decades to recover, and some damage could take centuries.
