The only problem with the theory is that the earthquake measured as 5.2. The largest ever recorded caused by a nuclear detonation was 4.9 in the Soviet Union. Anything 5+ was previously thought extremely unlikely. So either the reading was likely wrong, the nuclear scientists don’t know enough about seismic activity to get the number right, or the seismic scientists don’t know enough about nuclear detonations to get the number right.

There is no logical reason not to oppose foreign actors from having nuclear weapons. Here are facts:

I don’t necessarily know if it’s a 1:1 size to magnitude thing. It’s possible that bigger magnitude isn’t necessarily caused by a bigger nuke. But regardless, the physics of it don’t jive with current scientific consensus. So either the reading is wrong or some thing we can’t be certain of is causing a magnitude bigger than previously thought likely (not possible).
