Because the only reason they hate us and would bomb us at all is because we bombed them first. 9/11 happened because we were bombing them. You can either wait for something bad to happen and then punish the ones responsible, or you can try to prevent something bad from happening - for example, by striking at would-be-perpetrators preemptively. There's some logic in that. The thing is, you're trying to prevent a crime by perpetrating another crime, and since the people you're trying to stop from crime didn't do the crime and won't do it now (because you've stopped them) you have essentially perpetrated a crime against innocent people. Therefore, anyone else should be at their right to stop you from your would-be crime by striking at you preemptively, creating a chain reaction of actors who are violent because they're afraid of violence.

That's one of the reasons why it's a good idea to preventing something bad from happening by finding the root of the cause - and usually it's not "they are just evil and want to kill us without any reason". The latter is self-justifying and self-indulging propaganda.
