A world in which there is no compassion at all, where everyone feels permitted to "Do what thou wilt". That would be the most fertile breeding ground for them. That certainly doesnt mean that they shouldnt get a proper military response or that they can be let loose on the world and the innocent. It should be done from the perspective that by stoping them, you are simply helping them to stop their sinful, amoral acts, preventing them from damning their own soul.
