Not only it's sitting inside a mountain of pure granite, Iran is also a world leader in pressure treated concrete and the granite inside that mountain is notoriously swirly with basalt and other kinds of rock, so that means it's even harder to penetrate.
To put things bluntly, conventional bunker busters can't reach the facility.
