I don't understand while the current conflicts, Russia-Ukraine and Israel-Iran, then haven't targeted the power and communications grid.
They are easy to destroy, static and vulnerable targets that can be taken out anytime.
You just need some dudes with explosives to take down power lines, a dron with a grenade (or maybe local insurgency) to take down transformer substations and the simplest and oldest missile to destroy communications hubs.
That will have a great effect in the normal population, destroy the morale and push governments to surrender.
So why is not done?
