I would unironically rather give it to Israel. Subsidizing inefficient energy production is insane. 100% of the solar panels and windmill parts that we buy come from China. The only other source for solar is Germany and we don't buy from them because they're too expensive. If production was domestic it might be another story. In its current state, this money is a gift from American taxpayers to the Chinese government who hates us and wants to destroy us. At least Israel is on our side.

Wind energy itself is technically cheap. It's upfront cost, mainanence and amount of electricity it produces is "cheap". That doesn't include the cost of complexity to the grid to integrate renewables. The fact that there needs to be gas peaker plants that sit idle and ramp up during peak hours. It's all expensive in the end and it just gets taged onto consumer cost of electricity. If it was truly cheap, then Ireland and the UK should have the cheapest electricity in the world, but it's the opposite. Ireland literally has the highest cost in the entire world. I get the idea of wanting to achieve energy independence, but they will never actually achieve that so long as renewables continue to be unreliable and difficult to integrate.
