They started doing it to everyone, including critical workers like munitions/coal miners and even soldiers on leave or discharged.
It was pretty much a thing for women to feel powerful and shame men and backfired to the point the government had to stamp down on it. They did it to underage teenagers. A few committed suicide from it.
