Basically what they will do is "freeze" the datasets after accumulated patterns have been formed and set in place by learning algorithm. Then trim the patterns they isolate as being bad wrong think from the AI. After this then they will use this new dataset as a sort of correct answer vs wrong answer dataset to compare and contrast with the new learning model.

The reason they want to do this is because neural networks and other similar programs with self learning keep becoming uncontrollable and working around their attempts to contain the spread of information. In theory, this will censor the input instead of the output thus removing the need to monitor the output because the input will always stay within the "right" way of thinking.
