Iran has planned for this exact (highly predictable scenario for decades). They built 3 (that we know off) facilities with the same function. If one were to get knocked out, the other keeps going. Same with their other factories above ground. One gets hit? They have stockpiles of hardware to rebuild quickly.
Fodrow is a perfect example of a nation planning ahead. They started construction in 2007. They knew that someday it would come to this.
