Through use of technologies today heads of state and key system figures like chiefs of military staff and war factory ceos can be neutralized through electronic access to their brains.
This technology can make moves like targeting every soldier in an army of a religious nation with what they could perceive as 'the voice of GOD' to sway them away from war by faking religious revelations, it could force heads of state and commanders and, indeed, full armies and civilian war effort staff and workers into a state of psychotic delirium thus denying the war making capability of an entire nation, or it could induce dreams in heads of states and key decision makers to subtly influencing them into negotiations and surrender. As for warlike applications 'the sky is the limit', as they say, with this technology.
The more the public knows about this technology the less capable the artificial intelligence will become at managing society subtly and instead of smooth sailing our shadow masters will have to face decisions that will be crippling to the system as a whole and this, i believe, is the best we can achieve for now.
