The Gulf states don't even have to care, they can just pipe their oil to Saudi Arabia's west coast. On the other hand, Iran can't offload their oil from anywhere else. Closing the strait would cause some minor pain for the rest of the world through increased oil prices, would be a boon for the Gulf states because they can sell their oil for more money, and it would devastate Iran's economy because they'd be cutting off their biggest export.
