They aren't degeneracy. They're meant to be used for relief after work (not avoiding work) and socialization. Pot in particular is a couples drug, a potent aphrodisiacs. You're meant to share it with your wife.

Drug prohibition is degeneracy because it permanently alters the subculture surrounding a recreational substance by making it exclusive to society's least wanted for an extended period of time.
