It's so dumb and disingenuous I have to assume it's intentionally being spread as an idea to try and weaken any potential dissenters in the event of an actual draft.
They are fully aware that in an unpopular forced draft that people will be planning such. They're never going to give you the opportunity. Once you're in their custody you're playing by their rules, in an environment they have full control over and have had plenty of time and experience to optimize and prepare against any and all forms of resistance.
By the time you get a gun and a chance to actually do anything they'll make sure you are far away from anyone they give two fucks about you shooting out or anger/spite. At best you'd just be hurting other poor sods who are in the same boat as you, at worst you'd be entirely impotent.
Your best and only winning move is to never let them capture you to begin with. They almost certainly have been taking notes from Russia and Ukraine with all the incidents where they dragged people out into vans and forced them into meat grinder.
You are at such a disadvantage once you're in custody you essentially already lost. Bad ending.
You need to run, duck, hide, don't be at address they'd be expecting you. You are seriously better off sprinting into the woods then getting into a van. They can only spend so much resources trying to track down anon #51742 in the woods somewhere before it's not worth it. However once they have you in their custody they will be more than willing to "adjust" your attitude and they're not going to be dumb enough to leave you any escape routes.
