Because NK has bunkers in every major city and they have nuke shelters and they train their citizens on nuclear shelters.

Americans dont even know where the nearest shartmart is let alone a nuke shelter.

Not an Immediate threat to Europe or the West.
Fairly isolated in their region.
No real threat to trade, waterways or resources like oil.
Neighbors China and Russia which could gain support through the back.
Japan is more worried about China and we want to maintain vigilance down in the South East Asia theater.
We tried but I think it didn't garner much political action either (again because it's not defending Jews and Americans are more worried about the Muslim-based terrorism from the last few decades)
