What happened was the Romans chased every one of the revolting Jews they could all the way out of their sphere of control. Jews fled toward Khazaria, eventually reaching there after alternately taking refuge with their many cousins in the civilizations of the area at the time and then fleeing after being ejected, through places like (modern day) Turkey, Armenia, and Georgia, finally coming around and settling in the area north of the Crimea. Romans chased them all the way up there.
There are strings of ruined forts, signs of massive siege engines being used on places, vitrification with Greek fire, etc. Then later, the Rus kicked them out of there and they fled to the west.
Simple as. Romans sealed Jerusalem off from the time of the suppression of the second big Jewish revolt, nobody could enter but the legion posted there to keep people out.
