Can't remember where I learned this, but I remember reading once that westermark effect ceases to apply when in high stress, perceived life or death scenarios. In other words, incest is more "normal" to understand for an individual when there is large amounts of poverty and life threatening danger, the idea is that you reproduce immediately anyway no matter what to continue on your genetic code. I believe your second cousin is when genetic data is distant enough to not pose any risks of recessive genes becoming more pronounced from incest.

I don't see Incest as more morally wrong than race mixing or people with Huntington's having children. You can get two parents with cystic fibrosis and somehow they are allowed to have offspring. Using risk or ethics as an argument just doesn't work so you only have archaic traditions of religious origin to rely on. There's really no reason for it to be punished with up to half a decade in prison.
