In reality the mines operated by big foreign companies (whether Western or not) are a good deal for Africa, because it's effectively free money for them.
They can't really exploit the thing themselves.
The domestic mining is typically done at very low scale, with sometimes children working in very dangerous conditions, etc.
Having big companies (from China if you prefer) move in means they will operate large-scale mines with machines and skilled workers, and throw some profits to the local country.
The kids can be in school instead of collecting some poisonous mineral with their bare hands.
In reality, whether or not the companies are Western or Chinese makes little difference. If anything, the Chinese are more likely to do straight up bribery instead of pretending (and paying for schools, etc.)
A French company will bribe a politician by paying for schools, libraries, etc. in his electoral district, under some humanitarian pretence.
A Chinese company will give him a bunch of Range Rovers.
