China and Russia voted for or passed every single UNSC sanction against Iran between the mid-2000s and mid-2010s, and voted twice to disarm Hezbollah, first in September 2004 (UNSC Resolution 1559) and against in August 2006 (UNSC Resolution 1701) during the last Hezbollah–Israel war.
Russia had only sold S-300 PMU2 air-defense systems to Iran in 2015–16 following the JCPOA deal which Iran ordered all the way back in 2007. Even when Russia sold weapons to Iran between the 1990s and mid-2000s, they still were never offensive weapons.
