Big crude Carriers are 50-60m wide and with 40mile being ~64km you'd only need just over a thoudand sea mines to ensure blockage of surface vessels that large
Iran has an estimated 6000 so that means they've got enough to block vessels under 20m wide and that's assuming you know where the sea mines are at all times
Of course you wouldn't put them all in one line like that but the hit probability for a Large Oil Tanker is essentially 100% if thr ztrait of Hormuz is mined
