That's sorta like the area (outside CA) where I live now, but instead of college students it's remote workers. Small city (100k) and not much in the way of good employment, but it's an absolute paradise for pretty much every kind of outdoor activity (both the REI kind and the Bass Pro/Cabelas kind) so it's like 93% white and most of the remaining people are super-whitewashed spouses of white people or hapas or whatever. Yeah, I'm LA born and raised and spent most of 38 years there (a few in other places here and there) and I never understood how people don't get this, and can be so enamored with the place. Personally I've hated the climate since I was a little kid too, could never deal with the summers and always hated the lack of winter. I've had a theory forever that the climate is a big part of why the culture is so fucked up too, it messes with people's perception of time passing, lets people dress slutty or overly casual (which IMO has a mental effect) way too much, discourages indoor social events where you might actually be able to meet people and form relationships, etc.

The other thing that really gets me is people talking about all of the different biomes etc. too, without every acknowledging the fact that they're pretty much all multi-day drips because of how long it takes to get in and out of LA. If you can tolerate cold, I'd say Upper Midwest. Specifically Wisconsin, Minnesota, or the Dakotas. Be warned, the winters in northern MN, the Dakotas, and UP Michigan are no joke. Highs sit around 10° some days and lows in the negative 20s or colder are not unusual, so I'd advice look in Southern Minnesota, Wisconsin, or maybe Iowa.
