It's more like Iran doesn't have enough hardware to cover everything.
Between the nuke sites, their conventional weapon sites, their cities and goverment buildings, there's simply too much shit to cover.
The nuke sites were alledgely evacuated to there wasn't too much reason to waste precious AA on that.
